The transaction field, account_owner, is only populated when the transaction is associated with a sub-account under the main account. (A common example of this is when there are multiple card holders for a single credit card or checking account.) The exact data that is shown in this field varies slightly by institution. For Capital One, only the last 4 digits of the card are shown, and the cardholder name is not available.
